EPA moves to innovative practice in Yunnan

The publication of the Environment Performance Assessment (EPA) report symbolized the  EPA application from concept introduction and methodology research to demonstration and institutionalization level in China. The report provides local decision-makers a viusal result of the achivebility of government plan and environmental management efficiency and achievements, it also provides a new tool for the public to understand what environmental changes have occurred around them through solid data.

Xishuangbanna Prefecture is located in the southwest of China, neighboring Lao in the east and Burma in the west. Taking only 1/500 area of China, Xishuangbanna homes 1/4 wildlife and 1/6 wild plant species of the whole country. It is one of 25 global biodiversity hotspots, which decided Xishangbanna’s strategic role in biodiversity conservation in China, in the sub-region and even in the world. However, in the past decades, the economy developed fast in Xishuangbanna, like most other area in China, resulting in severe environmental degradation and challenges as in others too. Realizing the ecological richness is the most unique advantage and resource for future development; the Governor of the Prefecture, Mr. JIANG Pusheng announced a new strategic policy of “creating an ecological prefecture” in 2009. What was the performance of the environment management with this new strategy? What changes occurred in the eco-system after serven years of postive intervention? The answer lies in this EPA report.

The researchers from Yunnan Institute of Environment Science not only analyzed target rate of 26 indexes within five categories (environmental quality, pollution control, ecological building, environmental management capacity, the Mekong River and its 7 tributaries water quality) set in the “11th Five-Year Plan for Ecological Development and Environmental Protection in Xishuangbanna Prefecture from 2005 (base year) to 2010 (plan year), but also assessed the environment performance in the past 6 years based on the indicator system created based on the “Driver-Pressure-State-Impact-Response” (DPSIR) analytical framework. The assessment results showed that environemt  performance indicators (EPI) of Xishuangbanna Prefecture from 2005 to 2010 are lower than the target values. The comprehensive EPI of 2010 is 88.11, not reaching the target EPI (92.36) of 2010. 9 from 25 indicator are failed to reach goal, including air quality, emissions, solid waste disposal and water quality for Lancang River and its 7 tributaries etc. The facts also indicated that the general environment quality improved in 2006, but dramatically decreased in 2007, with mild improvement since 2008 to 2010, the indexes couldn’t reach the level of 2006 yet.

The essence of EPA is to assess the degree of achievement of the set environment goals. This system is an open and effective concept for continuous improvement of the environmental management. With this smart tool, it is easy for decision-makers to identify and analyze the shortages and defects of the environmental management, optimize and guide future planning. The Xishuangbanna EPA is  one of the activities under the ADB Core Environment Program. Based on the achievements of SEF II & SEF III, this activity attempted to explore the EPA application and demonstration at the prefecture level. The emphasis of the activity didn’t  only put on the analysis of the past performance, but also for continuous guiding and monitoring. The researchers created an evaluation system consisting of 32 indexes under the  “Drive-Pressure-State-Impact-Response” framework and guidebook for local trained government officers. With these ready-made tools they could conduct the assessment by them own.  To increase environmental governance transparency and public involvement, the assessment results will be published in the Xishuangbanna annual environmental bulletins via the government official website for public information.

This is the first EPA report for the prefecture government in Yunnan Province. It enriched the EPA demonstration system, providing good exsamples and experiences for the EPA institutionalizing and mainstreaming in China and in region (ASEAN).
