Lijiang Declaration on Biodiversity Conservation in Northwest Yunnan Province

Northwest of Yunnan is located between Qinghai-Tibet Plateau and Yunnan-Guizhou Plateau. The region inherits towering mountains, deep valleys and rolling rivers. There are more than 30% flora and fauna species that are of high importance inhabited in the region. It is also the key habitat for the snub-nosed monkey. The region is also of global importance in terms of landscape, ecological systems and biological species. It is dwelled in by ethnic minorities who share various cultures and customs. The Three Parallel Rivers Protected Area expanding throughout the region is also an UNESCO Natural Heritage. Lijiang sits in the centre of the region, is included in the cultural heritage site of UNESCO. It is the common green homeland for the entire human beings living in the area. For the purpose of preserving biodiversity resources in the Northwest, the People’s Government of Yunnan has associated with the line agencies and all walks of society to release the Lijiang Declaration on Biodiversity Conservation in the Northwest of Yunnan Province.

 

Guided by the Concept of Scientific Development, targeting at construction of ecological conservation, adhering to the natural principles, the Declaration is promoting the development of biodiversity conservation plan for Northwest of Yunnan. It initiates the establishment and improvement of legislation and enforcement of the regulatory system. It is beneficial to the establishment of  long-term mechanisms on biodiversity conservation and biological compensation, to direct  sustainable development and utilization of biodiversity resources and, ultimately, to establish a scientificly-sound and secured system.

 

Following the requirements of the biodiversity convention and national environmental policy, the Declaration looks into how to properly tackle the conflicts between environmental constrains and development demands, to change the development mode and effective utilization of natural resources. Subsequently, the impacts on presence and continuity of biodiversity resources in the Northwest can be greatly restricted and minimized.

 

Enhance conservation of natural ecological communities by carrying out census surveys of bio-resources, research and impact assessment. Pro-active and sufficient conservation and rescue of some seriously damaged species and genetic resources are key measures as well as strengthening prevention and control of invasive species. It is also planned to develop the construction of natural reserves that are of ecological conservation importance, to reinforce the establishment of natural reserves, world heritage sites and plateau wetlands, to continuously promote the conservation mode of the National Park.


Maximise the efforts for dissemination of biodiversity conservation, establish a global recognition of value and profile of biodiversity in the Northwest region. Explore the role of communities during the process and promote international cooperation and communication. Encourage involvement of enterprises and non-government organizations, in order to encourage wider public participation during the process.

 

Biodiversity in northwest of Yunnan is the resource that is not replaceable. The Declaration is the core guidance for us to preserve this oasis for current and future generations. It is the ultimate goal to involve all people with a common interest in protecting the biodiversity resources to strive for the sustainable development of ecological and economic development of Northwest Yunnan!
