Framework for the International Biodiversity Year, Tengchong, Yunnan

The provincial Communist Party Committee and the Provincial Government has followed persistently the Concept of Scientific Development ever since February of 2007. Biodiversity conservation and environmental protection are prioritized in the governmental agenda, in order to tackle with the conflicts between protection and development. Benchmarked by the Lijiang Declaration for Biodiversity Conservation in North-west of Yunnan, there are many efforts made jointly by all walks of the society. It is agreed that biodiversity means life and it’s an vital life-sustaining element. 2010 is identified by the United Nations as the Year for Biodiversity Conservation. The Yunnan Provincial Government mobilized organisations, major enterprises, specialists and NGOs to meet in the south-west frontier of Yunnan, Tengchong county, where the Framework for the International Biodiversity Year is developed.

 

·         To enlarge the key areas for biodiversity conservation in Yunnan

Based on the identified priority regions for biodiversity conservation, Dehong, Xishuangbanna, Lincang and Puer Prefectures are included in the protection region. In total, the prioritized area for biodiversity conservation is expanded from North-west towards South-west of the province. The area covers 9 prefectures and 44 counties.

 

·         To increase the investment on the construction of facilities for biodiversity conservation

 Governmental agencies from all levels should increase the input of funding in biodiversity conservation as well as mobilizing participation of full society in order to widen the funding resources. The Biodiversity Conservation Foundation is to be set up to for management of the funding.

 

·         To establish and improve an expert assessment mechanism for bio-resources exploration

·         It is emphasized that protection is as important as development. An evaluation system with standards for bio-resource exploration and utilization should be established, backed up by the appraisal mechanism that involves specialists from the relevant area. Any programme and projects that are planned within the prioritized region for biodiversity conservation should go through a strict and scientifically sound assessment process.

 

·         To explore and establish compensation mechanism for biodiversity conservation

 It is expected that regions and species that are of international and national importance should be inclusive in the national biological compensation mechanism.

·         To enhance communication and cooperation on biodiversity conservation

Expanded networking with international organisations is required for cooperation and communication on biodiversity conservation. Effective and specially featured communication and cooperation mechanisms showing Yunnan strength are to be set up, as well as that with international and domestic civil societies.

 

·         To put extra attention in raising the awareness and capacity of public participation in biodiversity conservation

It is planned to erect  educational centres for local citizens and visitors in the 9 prefectures of North-West and South-West of Yunnan province.

 

·         To build up the technical support to the utilization and conservation of biodiversity resources

By integrating existing research streams, importing specialists from home and abroad and establishing biodiversity research institute in Yunnan, technical and scientific supports can be strengthened for biodiversity conservation and resource utilization.

 

·         To arrange for the implementation of the Lijiang Declaration on Biodiversity Conservation

To make full use of the advantages on biodiversity resources in Yunnan requires scientific planning, appropriate phased approach and sustainable utilization. The twelfth five-year plan for biodiversity conservation in Yunnan is to be developed and sustainable development of socio-economics and environment is to be promoted.

 

Colourful Yunnan is the home for many human beings. It is the common responsibilities for the whole society to protect the ecological environment. Guided by the Colourful Yunnan Initiative, let us act immediately to take special care of the biodiversity resources in Yunnan. Today is the right time to put our efforts in protecting the environment and tomorrow will be an even brighter day ahead of us.
